Die Investitionsschwäche und der Gesetzgeber bremsen das Leasing

Abstract

Wie der neueste ifo Investitionstest bei den deutschen Leasinggesellschaften zeigt, wurde die Entwicklung der Branche in den Jahren 2002 und 2003 von der schwachen Investitionskonjunktur in Mitleidenschaft gezogen. Das Neugeschäft wuchs 2002 nur wegen des überraschend expansiven Immobilien-Leasings (+ 20%) um 1,1%, das Breitengeschäft mit Mobilien ging hingegen erwartungsgemäß zurück (- 2,4%). Im laufenden Jahr wird die Entwicklung der Branche erneut von den nominal rückläufigen Investitionsausgaben der Unternehmen in den meisten Wirtschaftsbereichen gebremst. Erstmals seit 1994 wird das Leasing-Neugeschäft 2003 das Vorjahresergebnis verfehlen, und zwar um rund 2%. Da die gesamtwirtschaftlichen Investitionen ohne Wohnungsbau noch stärker schrumpfen werden, dürfte die Leasingquote 2003 auf 18,4% steigen. Im Gefolge des für 2004 erwarteten moderaten Wachstums der Ausrüstungsinvestitionen (+ 1%) und hier insbesondere der endlich wieder besseren Autokonjunktur wird auch die Geschäftsentwicklung der Leasinggesellschaften auf einen Wachstumskurs einschwenken, falls dem nicht investitionsschädliche Steuergesetze entgegenstehen.
