How much market economy for the German health care system?

Abstract

Can the "Law to Curb Cost Expansion", budgeting, lists of prescribable drugs and other regulations make the German health care system more efficient, or should traditional health care policies be altered to allow more market elements in the statutory health insurance system? Prof. Günter Neubauer, University of the German Armed Forces in Munich, proposes that "both health insurance schemes as well as the federations of health care renderers establish themselves as private associations or enterprises. ... The objective is to reduce governmental responsibility to establishing the framework conditions and to giving insurers and patients options for more direct co-operation. Prof. Peter Zweifel and Dr. Michael Breuer of Zurich University criticise the existing system particularly because "many of these regulatory interventions are subsequent regulations that have become necessary only because prices have been largely eliminated as a control mechanism in the health care system". Also Prof. Klaus-Dirk Henke, Berlin Technical University and currently University of York, favours a gradual system change in the financing of health insurance and the structure of health-care providers that should culminate in a "radical model of minimum statutory insurance for everyone leaving individuals free to choose their health plans and health insurance providers".
