An international comparison of the requirements for unemployment compensation

Abstract

Labour market theory and labour market policies place the emphasis on the amount and length of unemployment compensation and the effect this has on unemployment. They pay little attention to the conditions under which an entitlement to unemployment compensation arises. A comparison of the entitlement requirements in twelve OECD countries shows however that strict criteria for the receipt of compensation and the threat of loss of compensation if the criteria are not met can have a stronger effect on the behaviour of the unemployed than changes in the substitute wage rates or the length of unemployment compensation.
