Europas Position im Innovationswettbewerb und die Rolle der staatlichen Forschungseinrichtungen

Abstract

Eine Analyse der Position der europäischen Unternehmen im Innovationswettbewerb ergibt, daß Europa sowohl gemessen am Forschungsaufwand als auch am wirtschaftlich verwertbaren FuE-Output deutlich hinter den USA und Japan zurückbleibt. Besonders ausgeprägt sind die Schwachstellen in der Informations- und Kommunikationstechnik. Die Leistungsfähigkeit im Innovationswettbewerb wird auch von der Struktur und der Orientierung der Innovationssysteme beeinflußt. Eine tragende Säule dieses Systems bilden in allen Ländern der Triade die staatlichen FuE-Einrichtungen. In den USA spielen die Universitäten die dominierende Rolle für die Forschung, während in Europa, trotz aller länderspezifischen Unterschiede, die außeruniversitären Forschungseinrichtungen maßgebend sind.
