Abstract

Der vorliegende Bericht gibt einen Überblick über das gesamtwirtschaftliche Wachstum der spanischen Wirtschaft im Jahr 1998 und gibt einen Ausblick für die konjunkturelle Entwicklung in den beiden kommenden Jahren. 1997 expandierte das reale Bruttoinlandsprodukt um 3,3%. Die pragmatisch, angebotsorientierte Wirtschaftspolitik, die der Teilnahme Spaniens an der EWU ab 1999 Priorität einräumte, wirkte insgesamt stimulierend. Nach vorläufigen Berechnungen ist es gelungen, das Staatsdefizit von 4,4% des BIP im Jahr 1996 auf 2,8% zu reduzieren. Die Lage auf dem Arbeitsmarkt hat sich zwar erheblich verbessert. Dennoch war die Arbeitslosenquote - auch erfassungsbedingt - mit 21% immer noch die höchste in Westeuropa. 1998 wird das reale BIP mit knapp 3,5% erneut rascher wachsen als im westeuropäischen Durchschnitt (2,5%). Die Arbeitslosenquote dürfte auf knapp 19% sinken. 1999 bleibt das Wachstum zwar breit basiert, im Verlauf dürfte es sich zwar - auch als Nachwirkung der Asienkrise - etwas verlangsamen. Im Jahresdurchschnitt kann jedoch noch mit einem Anstieg des realen BIP um fast 3% und einem neuerlichen Rückgang der Arbeitslosenquote auf etwa 18% gerechnet werden.
