    Abstract

    Das Prinzip der Beitragsäquivalenz ist in der Sozialversicherung vielfach verletzt. Insgesamt werden für 1993 112 Mrd. DM an versicherungsfremden Leistungen identifiziert. Modellrechnungen für eine Umfinanzierung zeigen, daß die Bereinigung der Sozialversicherung von versicherungsfremden Leistungen und damit mögliche Beitragssenkungen unabhängig von der Art der Gegenfinanzierung zu steigender Beschäftgung und sinkender Arbeitsloigkeit führen. Im Durchschnitt erhöht die Beitragssenkung um 1 Prozentpunkt die Beschäftigung um 0,3 %. Von den einzelnen Möglichkeiten der Gegenfinanzierung gehen unterschiedliche Verteilungswirkungen aus.
