Betriebszeit der Produktionsanlagen - Meßkonzepte und Entwicklung seit 1989

Abstract

In der Diskussion um den Standort Deutschland spielen die Maschinenlaufzeiten eine wichtige Rolle. Was aber z.B. auch bei internationalen Vergleichen teilweise außer acht gelassen wird, ist die Methode, mit der die Betriebszeiten ermittelt wurden. In dem Beitrag wird die Eignung verschiedener Konzepte zur Messung der durchschnittlichen Betriebszeit erörtert. Anhand der Ergebnisse zweier Umfragen, die das ifo Institut im Auftrag der Europäischen Kommission 1989 und 1994 im verarbeitenden Gwerbe der alten Bundesländer durchgeführt hat, wird festgestellt, daß sich - trotz tariflicher Arbeitszeitverkürzungen - die wöchentlichen Betriebszeiten zwischen den zwei Befragungszeitpunkten im Industriedurchschnitt kaum verändert haben. Kürzere Nutzungszeiten im Einschicht- und im Mehrschichtbetrieb wurden nämlich durch die weitere Verbreitung des Mehrschichtbetriebs kompensiert. Da der Übergang zur Mehrschichtarbeit ausschließlich kleinere und mittlere Betriebe betraf, konnten sie sogar die wöchentliche Betriebszeit verlängern.
