Subventionen als Instrument der Stukturpolitik in Ostdeutschland

Abstract

Der Autor untersucht, woraus und unter welchen Bedingungen sich die Subventionsmaßnahmen in Ostdeutschland im Verlauf der Transformation von einer Plan- zur Marktwirtschaft begründen lassen und welcher Korrekturbedarf sich hinsichtlich der Zielsetzungen ergibt. Der Staat fördert bestimmte Marktformen sowie Unternehmensgrößen und durchbricht bewußt normative Aussagen, wonach sich effiziente Marktstrukturen am besten ohne staatliche Interventionen entwickeln. Durch Subventionen begünstigt der Staat z. B. die Bildung mittelständischer Unternehmen zu Lasten von Monopolbetrieben, bestimmte Branchen oder Regionen zu Lasten anderer Branchen oder Regionen. Eigentlich strukturneutrale Fördermaßnahmen können dabei aufgrund ihrer hohen Instensität durchaus strukturgestaltenden Charakter annehmen. Unter Berücksichtigung der Subventionen im engeren und im weiteren Sinn des Bundes, der neuen Länder und der Bundesanstalt für Arbeit errechnen sich in der hier gewählten Abgrenzung für das Jahr 1993 haushaltswirksame Subventionen von 57 Mrd. DM.
