Abstract

Spanien befindet sich in einer inneren Krise mit politischem Führungschaos. Der Wunsch in der Bevölkerung nach einer politischen Wende könnte bei Neuwahlen zu einem Wahlsieg der konservativen Partei führen. Das labile politische Umfeld bis ins Jahr 1996 stellt für die Wirtschaftspolitik eine Belastung dar. Es wird jedoch angenommen, daß die bisherige Wirtschaftspolitik von einer konservativen Zentralregierung in den Grundzügen, aber mit Korrekturen, fortgeführt werden würde. 1994 setzte sich die konjunkturelle Aufwärtsentwicklung zügig fort und gewann an Breite. Das reale BIP stieg um 2%. Stärkster Träger des Wirtschaftswachstums war der Export von Gütern und Dienstleistungen. Bei verschlechterten Terms of Trade erhöhte sich das Leistungsbilanzdefizit. Die Arbeitslosenquote betrug 24,2%. Für 1995 und 1996 wird eine leicht restriktive Linie in der Wirtschaftspolitik angenommen. 1995 dürfte das reale BIP um reichlich 2,5% steigen, 1996 um 2%, bei weiterer allmählicher Verlangsamung des wirtschaftlichen Wachstums. Wegen den politischen Unwägbarkeiten sind die konjunkturellen Vorhersagen für 1996 allerdings spekulativ. Seit 1994 wird keines der finanzpolitschen oder sonstigen Kriterien des Maastrichter Vertrages erfüllt.
