GUS : haben die fünf zentralasiatischen Staaten die wirtschaftliche Talsohle erreicht ?

Abstract

Analysiert wird die wirtschaftliche Lage in den fünf GUS-Republiken in Mittelasien - Kasachstan, Usbekistan, Kirgistan, Turkmenistan und Tadschikistan. Diese Staaten sind in hohem Maße von der Rohstoffproduktion abhängig, leisten einen bedeutenden Beitrag zur Entstehung des Bruttoinlandsprodukts und liefern die mit Abstand wichtigsten Exporterzeugnisse. Die beiden großen Volkswirtschaften Kasachstan und Usbekistan weisen Indikatoren auf, die seit Ende 1994 eine deutliche Abschwächung des wirtschaftlichen Kontraktionsprozesses anzeigen. Kirgistans Wirtschaft hängt immer stärker von der wirtschaftlichen Situation seiner großen Nachbarstaaten Kasachstan und Usbekistan ab. Die kleinen Volkswirtschaften Turkmenistan und Tadschikistan sind durch Sonderfaktoren beeinflußt und werden deshalb eigene Wege aus der Depression suchen. Die Analyseergebnisse sprechen insgesamt dafür, daß Ende 1996 die Abschwungphase in der zentralasiatischen Region beendet sein wird. Wirtschaftsreformen sind in allen Ländern eingeleitet, der Weg in die Marktwirtschaft wird aber in unterschiedlichem Tempo beschritten. Daher ist auch kein schneller Aufschwung zu erwarten.
