Kfz-Steuer : kommt ein umweltbezogener Tarif ?

Abstract

Die Öko-Steuerdiskussion hat eine umweltorientierte Reform der Kfz-Steuer bislang eher stiefmütterlich behandelt. Die Vorschläge einer interministeriellen Arbeitsgruppe zur Umwelt-Kfz-Steuer wurden vom Bundesministerium für Umwelt, Naturschutz und Reaktorsicherheit (BMU) weiterentwickelt. Vorgeschlagen wird in beiden Fällen, die Hubraumbesteuerung durch ein Umweltpunktesystem zu ersetzen. In der neuen Bemessungsgrundlage sollen insbesondere die Abgas-, die akustischen und die Partikelemissionen berücksichtigt werden. Sinnvoller als der vom BMU entwickelte linear steigende Kfz-Steuertarif mit proportionaler Eingangsstufe wäre allerdings ein durchgehend linear steigender Kfz-Steuerbetragstarif. Ein solcher Tarif würde mehr Steuergerechtigkeit gewährleisten, er wäre einfach und böte den Anreiz, auf niedervolumige Fahrzeuge umzusteigen. Angesichts der geringen Bedeutung der Kfz-Steuer im Verhältnis zum Anschaffungspreis eines Pkw sollte allerdings der Einfluß des Kfz-Steuertarifs nicht überschätzt werden. Erfolgsversprechender wäre daher möglicherweise die Erhebung der Kfz-Steuer für den "Lebenszyklus" eines Pkw. Diese Regelung hätte neben einem umweltpolitisch stärkeren Lenkungseffekt auch verwaltungsmäßige Vorteile.
