Europas Weg in die Informationsgesellschaft

Abstract

Das G-7-Ministertreffen in Brüssel (25. und 26. Februar 1995) wird die Themen Informationsgesellschaft und Informations-Superhighways diskutieren. Im Weißbuch der EU (1993) ist der Aufbau der Informationsgesellschaft ein Meilenstein für Wirtschaftswachstum und Wettbewerbsfähigkeit und gegen Arbeitslosigkeit in Europa. Die Bangemann-Arbeitsgruppe hat die Vorgaben des Weißbuches für die Ministerratssitzung in Korfu (Juni 1994) konkretisiert. Ausgebaut werden sollen leistungsstarke transeuropäische Telekommunikationsnetze, Netz-Basisdienste, einige paradigmatische Anwendungen sowie Informationsinhalte, d.h. audiovisuelle Programme und Fachinformationsdatenbanken. Nötige Forschungsarbeiten werden im Kontext des "Vierten Rahmenprogramms" der EU finanziert; die Informationsinfrastruktur soll jedoch privat auf- bzw. ausgebaut werden. Ist die Informations- bzw. Wissensgesellschaft eine lange Welle im Sinne Kondratieffs? Wie wird die luK-Infrastruktur finanziert? Abschließend wird die wichtige Frage erörtert, inwieweit es positive Wirkungen auf dem Arbeitsmarkt gibt?
