Trendprognosen des westdeutschen Bauvolumens : öffentlicher Bau fällt weiter zurück

Abstract

Wenn die künftige Entwicklung des Bausektors diskutiert wird, steht üblicherweise der Wohnungsbau im Mittelpunkt des Interesses. Dieser wichtigen Bausparte wird auch in der kürzlich fertiggestellten neuen Ausgabe der ifo Bauvorausschätzung/Westdeutschland, die die Jahre 1994 bis 2004 abdeckt, die gebührende Aufmerksamkeit geschenkt. Der Bericht über einige Ergebnisse der seit über 30 Jahren regelmäßig aktualisierten und methodisch verfeinerten Langfristprognose befaßt sich diesmal allerdings schwerpunktmäßig mit dem Sektor "öffentlicher Bau und Verkehrsbau", dessen Beitrag zum gesamten Bauvolumen bis zum Ende des Prognosezeitraums weiter abnehmen wird. Während für den Anteil des privaten Baus, der sich von gut drei Viertel im Jahre 1974 auf vier Fünftel 1994 erhöht hat, verliert vor allem der öffentliche Hochbau weiter an Bedeutung. Hinter dieser Entwicklung steht ein Trendwachstum des gesamtem Bauvolumens von ungefähr 2% pro Jahr, aber eine tendenzielle Stagnation des öffentlichen Baus. Da für die Gesamtwirtschaft mit einem Trendwachstum von deutlich über 2% p.a. gerechnet wird, fungiert der Bau also langfristig wieder als Wachstumsbremse.
