Westdeutsche Wirtschaft : wie tief ist die Rezession?

Abstract

Die westdeutsche Industrie befindet sich in der Rezession. Bisher verdeckte Strukturprobleme treten jetzt deutlicher zutage. Ein rasches Anspringen des Investitionsmotors ist wenig wahrscheinlich. Vom privaten Verbrauch sind ebenfalls keine positiven Impulse zu erwarten. Allerdings hat die Rezession in wichtigen Zweigen der westdeutschen Industrie nicht in größerem Ausmaß auf andere Sektoren übergegriffen. Das weltwirtschaftliche Umfeld hat sich ebenfalls etwas gebessert. Positive Akzente haben bereits die Lohnpolitik und die Geldpolitik gesetzt. Jetzt liegt das Schwergewicht bei der Finanzpolitik : notwendig sind der Verzicht auf weitere Steuer- und Abgabenerhöhungen im Jahr 1993, ein konsequentes mittelfristiges Sparprogramm und ein längerrfristiges Gesamtkonzept für die Sanierung der ostdeutschen Wirtschaft. Noch bestehen Chancen fürr einen konjunkturellen Umschwung im Verlauf des Jahres 1993. Sie könnten aber durch die finanz- und steuerpolitische Dauerdiskussion bald vertan sein.
