Nöte und Perspektiven der Textil- und Bekleidungsindustrie in Ostmitteleuropa und der GUS

Abstract

Die Öffnung des Ostens, der Bürgerkrieg in Jugoslawien sowie der zunehmende Preisdruck auf die westeuropäische Textil- und Bekleidungsindustrie haben in beiden Teilen des alten Kontinents sowohl in der Produktion als auch im Handel mit textilen Gütern einen tiefgreifenden Strukturwandel eingeleitet bzw. weiter gefördert. Charakteristisch sind dabei vorerst eine rasch zunehmende Handelsverflechtung zwischen Ost und West, die Vergabe von Lohnfertigung von West nach Ost sowie die beiderseits des ehemaligen Eisernen Vorhangs unaufhaltsam zurückgehende Zahl der Beschäftigten im Textilsektor. Im Osten könnte bei entsprechenden Investitionen in den überalterten Maschinenpark mit einem Drittel der bisherigen Belegschaft das Produktionsniveau gehalten werden. Im Bereich des Handels und der Lohnfertigung hat das blutige Ringen unter Titos Erben beinahe schlagartig zu einer größeren Auffächerung der Geschäftsbeziehungen geführt und insbesondere Ungarn, die CSFR, Polen und Slowenien begünstigt. In dem Beitrag werden einige Schlaglichter auf die Textil- und Bekleidungsindustrie in Mittel- und Osteuropa sowie in der GUS geworfen und die Situation am Beispiel des Baltikums eingehender erläutert.
