Baubedarf in den neuen Bundesländern bis zum Jahre 2005

Abstract

Um in einem möglichst kurzen Zeitraum die Lebensbedingungen in den neuen Bundesländern so weit zu verbessern, daß sie sich kaum noch von denen in den alten Bundesländern unterscheiden, müßte ein Baubedarf von rund 2,4 Billionen DM (in Preisen von 1990) gedeckt werden. Diese gigantisch anmutende Zahl ergibt sich trotz "vorsichtiger" Annahmen bei der Festlegung der Normvorgaben sowie moderater Ansätze zum Umfang notwendiger Abrißmaßnahmen. Bezüglich der weiteren Entwicklung der Bevölkerung wurde unterstellt, daß es im Untersuchungszeitraum zu keinen umfangreichen Zuwanderungen kommen wird. Die Ergebnisse machen deutlich, daß der vorgegebene Zeithorizont 2005 für eine volle Angleichung der Lebensverhältnisse zu kurz gewählt ist. Das Bauvolumen müßte nämlich 15 Jahre lang durchschnittlich um 15% (real) pro Jahr zunehmen, um dieses Ziel zu erreichen. Berücksichtigt man weiterhin, daß die Entwicklung in den alten Bundesländern nicht stehen bleiben wird, dann ist eine echte Annäherung der Lebensverhältnisse wohl die Aufgabe einer ganzen Generation.
