Entwicklung der Staatsverschuldung und der staatlichen Kapitalabsorption in den neunziger Jahren

Abstract

Wegen des hohen öffentlichen Mittelbedarfs für die neuen Bundesländer stieg das Staatsdefizit stark an. Der Staat absorbiert also derzeit einen hohen Teil der Ersparnisse der privaten Haushalte, die zum größten Teil in Westdeutschland entstehen, und verwendet sie vor allem in den neuen Bundesländern zur sozialen Absicherung und zum Neuaufbau. Damit stellt sich die Frage, ob der deutsche Kapitalmarkt und die deutsche Volkswirtschaft insgesamt durch den hohen staatlichen Kapitalbedarf nicht überfordert werden. In dem Beitrag wird versucht, etwas mehr Klarheit in die Diskussion um die finanzielle Verkraftbarkeit der deutschen Einheit zu bringen. Anhand einer Modellrechnung wird ein wahrscheinliches Szenario für die Entwicklung der Finanzierungssituation der öffentlichen Haushalte in den neunziger Jahren erstellt.
