Hamburg im geopolitisch neuen Europa

Abstract

Das ifo Institut, München, hat zusammen mit der Kienbaum Unternehmensberatung,Düsseldorf, im Auftrag der Wirtschaftsbehörde der Freien und Hansestadt Hamburg die Perspektiven des Standortes Hamburg in den neunziger Jahren untersucht. Die Ausgangsbedingungen der Region sind günstig: Die Wirtschaftsstruktur Hamburgs zeichnet sich durch ein ausgewogenes und facettenreiches Branchenmix aus. Monostrukturprobleme, wie sie insbesondere innerhalb des verarbeitenden Gewerbes in vielen anderen Großstädten bestehen,sind im Hamburger Wirtschaftsraum kaum zu erkennen. Die schriftliche Befragung von über 2.600 Hamburger Unternehmen sowie rund 200 Expertengespräche ergaben, daß die unternehmerischen Erwartungen und Strategien derzeit vom ostdeutschen Markt bestimmt sind. Unternehmen aller Branchen und Bereiche entwickeln Strategien zur Erschließung dieses Marktes. Die Gefahr einer Auslagerung von Produktionskapazitäten nach Ostdeutschland ist ebensowenig zu sehen wie die Abwanderung hochwertiger Dienstleistungsaktivitäten nach Berlin. Mittelfristig wird mit Berlin ein weiterer ernstzunehmender Konkurrent um Ansiedlung gerade im Dienstleistungsbereich erwachsen. Insgesamt überwiegen jedoch auf kurze, wie auf mittlere Sicht die positiven Effekte für den Gesamtraum.
