Gesamtwirtschaftliche Auswirkungen der Steuererhöhung : ein erster Schätzversuch

Abstract

Die Bundesregierung plant ab 1. Juli 1991 zur Finanzierung des Golfkriegs, zur Reduzierung des einheitsbedingten hohen Staatsdefizits bzw. auch zur Finanzierung zusätzlicher Ausgaben in den neuen Bundesländern sowie zur Senkung der zusätzlichen Budgetbelastung durch die Wirtschaftshilfen für Osteuropa die Erhöhung verschiedener Steuern. Von diesem Paket, das einen zeitlich befristeten Zuschlag zur Lohn-, Einkommen- und Körperschaftsteuer sowie die unbefristete Anhebung spezieller Verbrauchssteuern umfaßt, erhofft sich die Regierung Mehreinnahmen schon im Jahr 1991 in Höhe von 18 Mrd. DM (1992: 27 Mrd. DM). Unter Berücksichtigung der bereits im Januar verabschiedeten Maßnahmen zur Verbesserung der Einnahmen (Anhebung des Beitragssatzes zur Sozialversicherung, Erhöhung der Telefongebühren) belaufen sich die zusätzlichen Einnahmen 1991 schätzungsweise auf 32 Mrd. DM, im nächsten Jahr auf 40 Mrd. DM. Mindereinnahmen durch Wachstumsverluste sind hierbei allerdings nicht berücksichtigt. Ein erster Versuch, die Auswirkungen dieser Maßnahmen auf die privaten Haushalte und die Gesamtkosten in Westdeutschland abzuschätzen, wird hier vorgestellt.
