Kräftiger Investitionsaufschwung - aber hält er an?

Abstract

Die Investitionen der Unternehmen nehmen 1990 voraussichtlich wie 1989 um real 8% bis 9% zu. Trotz inzwischen deutlich gestiegener Finanzierungskosten war die Nachfrage nach Ausrüstungsgütern bis zuletzt deutlich nach oben gerichtet. Die dreijährige kräftige Aufwärtsbewegung in der Industrienachfrage dürfte durch die Ereignisse in der letzten Zeit (Kreditbedarf Ostdeutschlands und Osteuropas, Schwächetendenzen in der Konjunktur der Vereingten Staaten, Golf-Konflikt) zu einem Ende kommen. Dank der hohen Auftragsbestände steigen die westdeutschen Anlageinvestitionen 1991 trotzdem in der Größenordnung von real 4% (1990: 7,5%). Die mittelfristigen Investitionsperspektiven hängen wesentlich davon ab, ob der Golf-Konflikt nur eine kurzfristige Störung der Energiemärkte bedeutet (Szenario A) oder zu einer länger anhaltenden, kräftigen Erhöhung der Öl- und Energiepreise (Szenario B) führt. Im Szenario A würde sich der Ölpreis rasch zurückbilden und könnte Ende 1991 wieder bei 21 US$ pro Barrel liegen. Die Wirkungen auf Zinsniveau und Wachstum der westlichen Industrieländer blieben in diesem Fall begrenzt und der Investitionspfad in Westeuropa würde weiter ansteigen. Bei Szenario B bleibt der Ölpreis auf einem Niveau von über 30 US$ pro Barrel, und es wäre mit hohen Zinsen und Wachstumseinbußen in den westlichen Industrieländern zu rechnen. Auch müßte 1992 und 1993 mit rückläufigen Investitionen gerechnet werden. Trotz der kräftigen Expansion wird das Wachstum der gesamten Anlageinvestition mittelfristig nur um 1 bis 1,5 Prozentpunkte höher ausfallen als das westdeutsche Investitionswachstum. Die Relation zwischen Anlageinvestition in Ostdeutschland und in Westdeutschland, die 1990 nur 10% beträgt, würde sich in Szenario A bis 1993 fast verdoppeln.
