Wohnungsmarkt und Städteplan in der DDR : Anfangslage - Probleme - Konzepte

Abstract

Der Verfasser befaßt sich mit dem Stand der quantitativen und qualitativen Wohnraumversorgung, sowie der Stadtentwicklung in der DDR. Er stellt fest, daß die DDR mit nur 5% Wohnungen die nach 1945 errichtet wurden über die älteste Bausubstanz aller Industrieländer verfügt. Durch verfehlte Baupolitik befindet sich die Altbausubstanz in desolatem Zustand. Weiter stellt er den Baumarkt in der DDR, das Bauaufkommen und seinen Einsatz für den Wonungsbau dar. Die Baukapazität betrug 1989 51 Mrd. Mark. Der Mechanisierungsgrad beträgt ca. 50 bis 60%. In Tabellen werden Strukturen des Bauaufkommens und Kapazitätsbedarf für den Wohnungsbau dargestellt. Anschließend beschäftigt sich der Verfasser mit der Umstellung der Wohnungswirtschaft der DDR auf marktwirtschaftliche Prinzipien und den Grundsätzen einer neuen Wohnungspolitik. Vor allem die Anpassung der Mieten und die Einbeziehung der Grund- und Bodenwerte sind dabei wichtig.
