Quo vadis 3-%-Ziel für Forschung und Entwicklung? : Sachsen gut dabei

Abstract

Aktuelle Bestandsaufnahmen über den Erfüllungsgrad des 2002 in Barcelona vom Europäischen Rat gefassten Beschlusses, bis zum Jahr 2010 in der EU 3% des Bruttoinlandsprodukts für Forschung und Entwicklung aufzuwenden, lassen erkennen, dass dieses Ziel innerhalb der verbleibenden Zeit nicht erreicht werden kann. Das europaweit günstige Wachstumsklima der letzten Jahre bot Staaten und Unternehmen die Chance für verstärkte Investitionen in Forschung, Entwicklung und Innovation. Zwar machten einige EU-Mitgliedsstaaten, darunter auch Deutschland, leichte Fortschritte in Richtung 3-%-Marke, aber im EU-Durchschnitt dauerte die Stagnation bei deutlich unter zwei Prozent an. Das Ergebnis für Deutschland insgesamt wird durch die Aktivitäten in den einzelnen Bundesländern geprägt. Der vorliegende Beitrag fokussiert auf das Innovationsverhalten des verarbeitenden Gewerbes im West-Ost-Vergleich.
