Verzinsungs-Subvention zur wirtschaftlichen Ankurbelung der neuen Bundesländer : ein Vorschlag

Abstract

Die Abschwächung der wirtschaftlichen Entwicklung in den neuen Bundesländern führt dazu, daß der Staat den Verlust der Wachtumsdynamik ausgleichen muß. Der Bericht schlägt dazu eine Verzinsungs-Subvention vor, die die Wirtschaft in den neuen Bundesländern ankurbeln soll. Es wird beabsichtigt, die restriktive Lohnpolitik mit sukzessiver Verzinsungs-Subvention zu koppeln und aufgrund entsprechender Fakten zu bemessen. Eine jeweilige Subvention wird nur gezahlt, sofern der beantragende Betrieb als investierende Einheit nachweist, daß er im abgelaufenen Jahr weder seine Lohnsätze erhöht, noch seine Beschäftigung gesenkt hat. Gefördert werden sollen insbesondere innovative Investitionen. Durch diese Maßnahme wird eine sonst unerreichbare Kapitalverzinsung erzielt und damit das Investitionshemmnis überwunden.
