Der wirtschaftliche Integrationsprozeß - ein Überblick

Abstract

Der Bericht untersucht in einem Überblick den wirtschaftlichen Integrationsprozeß der wiedervereinigten deutschen Staaten. Der Schwerpunkt liegt auf einer Analyse der Positionen, die die ökonomische Fachwelt im Anfangsstadium der wirtschaftlichen Integration eingenommen hat. Ihre Beurteilung der wirtschaftlichen Lage auf iherm heutigen Kenntnis- und Erfahrungsstand wird diesen Positionen gegenübergestellt. Zunächst werden in Ausgangsfragestellungen das Themengebiet abgegrenzt. Hauptuntersuchungspunkte sind demnach die Währungsunion, die Produktionsentwicklung und die Arbeitsmarktentwicklung. Es wird deutlich, daß die wirtschaftspolitische Hektik zunimmt. Weitere Untersuchungspunkte sind die Förderung der Forschung und Entwicklung, der öffentliche Finanztransfer sowie die Anpassungskrise in den neuen Bundesländern. Neue Themen wie Effizienz des Mitteleinsatzes, die Exportschwäche, die Innovationsdefizite, das Regionalisierungsbestreben und das Arbeitsmarktproblem werden vorgestellt. Insgesamt wird festgestellt, daß die Wirtschaftspolitik die einkommenspolitischen und arbeitsmarktpolitischen Aspekte vernachlässigt hat. Somit sind für die Zukunft weiter Anpssungsprobleme zu erwarten.
