Dienstleistungen : freie Berufe auf dem Vormarsch

Abstract

Nach der Einführung der Marktwirtschaft und dem Zusammenbruch der ostdeutschen Industrie mußte der Dienstleistungssektor völlig neu aufgebaut werden. Die wirtschaftliche Leistung (Bruttowertschöpfung) des ostdeutschen Dienstleistungssektors nahm im Zeitraum 1991 bis 1994 um 62,2% auf 204,5 Mrd. DM zu (61,1 % der gesamten Wertschöpfung der ostdeutschen Wirtschaft). Bei differenzierter Betrachtung der Beschäftigungsentwicklung zeigt sich, daß im Zeitraum von 1992 bis 1994 nur der Handel (von 564.400 auf 581.000 Beschäftigte) und die sog. Sonstigen Dienstleistungen (von 1.210.000 auf 1.315.000 Beschäftigte) einen Zuwachs an Arbeitsplätzen aufzuweisen hatten. Anfang 1992 gab es in Ostdeutschland rund 59.600 Freiberufler, anfang 1995 waren es bereits rund 71.400. Vor allem die Zahl der allgemeinmedizinischen Ärzte und Zahnärzte wies einen Zuwachs auf. Die Statistik der Gewerbeanzeigen deutet auf ein anhaltend lebhaftes Gründungsgeschehen im ostdeutschen Dienstleistungssektor hin. Allein in den Bereichen Handel und Gastgewerbe erfolgten 1994 rund 74.000 Gewerbeanmeldungen, die Zahl der Insolvenzverfahren hat allerdings auch stark zugenommen.
