Sächsische Kommunen sind angemessen am West-Ost-Transfer beteiligt

    Abstract

    Die Finanzierungsbeteiligung der Kommunen der Altländer an den Länderfinanzausgleichs-Leistungen 1995 zugunsten der neuen Länder, ohne Abfinanzierung des Fonds "Deutsche Einheit", insgesamt höchstens 2,8 Mrd. DM, das sind 6,6 v. H. des gesamten West-Ost-Transfers aus dem Solidarpakt für die neuen Bundesländer (ohne Berlin). Von seiten der ostdeutschen Länder wird nicht bestritten, daß die westdeutschen Kommunen mit durchsnittlich 40 v. H. an den Leistungen der Altbundesländer im Rahmen des Länderfinanzausgleichs einschließlich der Abfinanzierung des Fond "Deutsche Einheit" beteiligt sind. Addiert man die Steuermehreinnahmen der sächsischen Gemeinden aufgrund der Steuerschätzung vom November 1994 (die dem Feistaat Sachsen zuweisungsmindernd im Länderfinanzausgleich angerechnet werden) mit den Zuwächsen bei den staatlichen Zuweisungen aufgrund des kommunalen Finanzausgleichs 1995, so können die kommunalen Gebietskörperschaften in Sachsen mit einer deutlichen Einnahmeverbesserung in 1995 in Höhe von 813 Mill. DM rechnen.
