Beschäftigungspolitik - Die Sicht des ifo Instituts

Abstract

Das ifo Institut hat verschiedentlich das aktuelle und wirtschaftspolitische äußerst bedeutsame Thema "Arbeitslosigkeit und Beschäftigungspolitik" aufgegriffen. Dieser Bericht faßt die Sicht des ifo Instituts zusammen. Die standardisierte Arbeitslosenquote der OECD-Länder hat sich tendenziell erhöht und erfaßte zuletzt in den 25 Staaten mehr als 35 Millionen Personen, das sind 8,5 % der Erwerbspersonen. Die Ansatzpunkte der Bekämpfung sollten dauerhaft wirken und die Tendenz umkehren. Beschäftigungspolitik muß dabei so angelegt sein, daß sie nicht nur den Arbeitsmarkt tangiert, sondern daß sie als wesentlicher Bestandteil der Wirtschaftspolitik alle relevanten politischen Handlungsfelder erreichen kann. Eine Kontroverse entzündet sich an der Verwendung der Konzeption der produktivitätsorientierten Lohnpolitik. Sie ist sicherlich bei der Lohnfindung grundsätzlich anzuwenden. Die internationale Wettbewerbsfähigkeit der deutschen Wirtschaft wird gekräftigt durch eine innovationsorientierte Wachstumspolitik.
