Die Banken-Milliarden : zum Engagement der Banken in den neuen Bundesländern

Abstract

Beklagt wird zum einen, daß sich die Banken zu wenig an Unternehmen in den neuen Bundesländern beteiligten. Dies betrifft vor allem - aber nicht nur - die im Rahmen des Solidarpaktes zugesagte sog. "Bankenmilliarde". Darüber hinaus ist immer wieder die Rede davon, daß die Kreditwirtschaft bei ihrer Kreditvergabe zu risikoscheu und zögerlich sei und damit den Wiederaufbau beeinträchtige. Diese Kritik ist angesichts der enormen Leistungen der privaten Banken nicht nachzuvollziehen. Mit den zunächst in den Jahren 1990/91 gegründeten 750 Bankstellen in den neuen Bundesländern haben die privaten Banken innerhalb kürzester Zeit ein modernes und voll funktionsfähiges Bankensystem in Ostdeutschland aufgebaut. Es ist durchaus nicht selbstverständlich, daß im Zuge des Aufbaus marktwirtschaftlicher Strukturen sofort oder doch zumindest innerhalb kurzer Zeit ein funktionierendes Bankwesen zur Verfügung steht.
