Mikro- und makroökonomische Aspekte der Finanzierung

Abstract

Der rasche Wandel in Ostdeutschland von der Zentralwirtschaft zur Marktwirtschaft benötigt enorme finanzielle Unterstützung. Der Bericht analysiert die mikro- und makroökonomischen Aspekte der Finanzierung. Bei der mikroökonomischen Betrachtung fällt auf, daß die auf verschiedene Weise entstandenen Unternehmen eine schwache Kapitalausstattung besitzen. Die Banken reagierten rasch auf die neue Situation, so daß ein intensiver Wettbewerb entbrannte. Bürgschaften und Beteiligungen sind für die ostdeutschen Unternehmen eine wichtige Finanzierungsstütze. Bei der makroökonomischen Betrachtung fällt auf, daß im Jahr 1993 der Privat- und Staatsverbrauch sowie die Investitionen das Bruttoinlandsprodukt überstiegen. Bei den Investitionen war der Anteil von westdeutschen und ausländischen Unternehmen hoch. Unterstützt wurde dieser Trend durch eine Reihe von stattlichen Investitionsanreizen. Für die Zukunft ist ein anhaltend hohes Transfervolumen notwendig. Gestiegene Staatsverschuldung und der hohe Konsumanteil bleiben die Problembereiche der öffentlichen Finanzierung. Bei Fortdauer des Finanzierungsvolumens wird sich die ostdeutsche Wirtschaft besser entwickeln und die Lücke zum Westen schneller schließen.
