Dynamisches Handwerk - aber Industrieaufträge fehlen

Abstract

Von 1989 bis 1993 stieg die Zahl der Handwerksbetriebe im Freistaat Sachsen von 31.366 um 40 % auf etwa 44.000 an, die Zahl der Beschäftigten von rund 104.500 um mehr als das Dreifache auf über 350.000. Dieser Anstieg wurde durch die Auflösung der Produktionsgenossenschaften der DDR verursacht. Viele Handwerksmeister der PGHs führten nach der Wende selbständig einen Handwerksbetrieb. Weiterhin wurde der Anstieg durch Aufträge aus der Bauwirtschaft und die einsetzenden Automobil-Flut (Kfz-Mechaniker) gefördert. Im Vergleich zu den anderen neuen Bundesländern wies Sachsen 1992 die höchsten Betriebs- und Beschäftigungszahlen auf und kam damit den Durchschnittswerten in der Altbundesrepublik am nächsten. Bei der Bereitstellung von Lehrstellen spielt das sächsische Handwerk eine entscheidende Rolle. Ende 1992 standen 27.987 Jugendliche in einer handwerklichen Ausbildung. Der Investitionsschwerpunkt im Handwerk liegt bei Betriebs- und Kapazitätsausweitungen. Das Handwerk in den neuen Bundesländern erhält mit 3 % im Vergleich zu dem Handwerk in den alten Bundesländern (30%), nur einen sehr geringen Anteil von Aufträgen aus der Industrie. Hier müssen Verbesserungen für das Handwerk erzielt werden (Strukturpolitik).
