Abstract

In the past two decades, the unprecedented development of information technologies determined by the necessity to store and transmit information rapidly with low costs revolutionized the world economy. It is more and more obvious that a new economy is taking shape, one based on Information Technology and computer networks, one where the Internet plays an essential part by diminishing the physical and economic barriers of traditional economy. In the future, going towards an absolutely digital economy is inevitable. Each country will have to face the new opportunities but also the restrictions imposed by the digital economy.
