Abstract

Stéphanie Tawa Lama-Rewal ? From Village Republics to Neighborhood Associations : a Genealogy of Indian Participatory Schemes This article traces the Indian journey of the idea of a local democracy enabling citizens to directly participate in decision-making. This idea is supported by various political leaders and parties, from M. K. Gandhi in the 1930s to R. Gandhi in the 1990s. The article analyses the shifts in the content of that idea, from a ? political ? interpretation to an ? apolitical ? one. Finally it argues that the implementation of a direct form of local democracy, in villages but also in cities, from the 1990s onwards, actually merges these two interpretations.
