Abstract

[eng] Equity, efficiency and insurance functions of retirement and pre-retirement systems. This text proposes an analysis of insurance functions which are performed by pensions systems and pre-retirement schemes, i.e. the fact that they provide insurance against adverse shocks on productivity which are likely to occur at late phases of the active life cycle. A simple model tries to explain the logic of existing schemes, both in terms of efficiency and equity. We also show how such systems are exposed to a risk of spontaneous drift toward increasing total cost and how they should be adjusted in front of macro-economic or demographic changes. [fre] Cet article propose d'analyser les fonctions assurantielles des systèmes de retraite et de préretraite, c'est-à-dire leur fonction de couverture contre les consé­quences de chocs de productivité susceptibles d'intervenir en fin de vie active. Un modèle simple essaie de faire ressortir la logique des systèmes existants, du dou­ble point de vue de l'efficacité et de l'équité. On examine, par ailleurs, quels sont les risques de dérive auxquels sont soumis ces systèmes et quels sont leurs ajus­tements souhaitables face aux évolutions macro-économiques ou macro­démographiques.
