L'évolution de la mixité sociale, enjeu du renouvellement urbain des grands ensembles d'habitation de l'agglomération strasbourgeoise

Abstract

The issue of social diversity is discussed retrospectively and prospectively, using a regional case, that of the ten housing estates in Strasbourg. The study of their population related to a long-term evolution (1968-1999) shows two trends: social diversity decreased in all sites and spatial segregation increased along with the pauperization of a part of the housing stock. It emphasizes the role of residential mobility and the allocation of housing by the social housing institutions. A link between the persistence of social diversity and the multiplicity of housing statutes is established. We may therefore expect that the introduction of housing dedicated to a wide range of households would introduce some social diversity in the housing estates that are subject to a renewal process. However it is difficult to predict whether the action on urban form will overshadow the damaged image of social housing estates and attract new households. Would it be the case, it could lead to an increased social specialization of urban areas, which stresses the political question of the place of the poor in the city.
