Les documents d'urbanisme, un outil pour la régulation des confits d'usage de l'espace agricole périurbain ?

Abstract

Spatial planning is a way to regulate conflicts on land use, especially on peri-urban agricultural areas, in a context of urbanisation pressure. Local planning process is illustrated here by two Rhône- Alpes? city regions. This paper points out raising tensions between local actors and the role that agriculture can play in resolving land use conflicts. At a city region level, spatial planning process represents a public debate arena on development issues, location of strategic economic activities, urban growth. Agriculture becomes an instrument for spatial planning and a means to structure outskirts inter-communal governments. At a communal level, local plans and rules of land use manage neighbourhood and land ownership conflicts.
