Abstract

Effective provision of public goods is one of the key determinants of quality of life and also an important plank of poverty reduction strategy. Improving public service delivery is therefore one of the biggest challenges. In this paper we discuss some ideas from the emerging literature on public organizations and political economy that breaks out of the standard market-government dichotomy with a special focus on the role of non-state actors, such as non-governmental organizations (NGOs).
