Dva nové obrazy proliferácie ZHN v USA

Abstract

Príspevok, ktorý sa opiera o výsledky výskumu Mutimera (1994, 2000), upozorňuje na dve nové metafory o šírení zbraní hromadného ničenia (ZHN), ktoré sa objavili v bezpečnostno-politickom diškurze amerického prezidenta G. Busha ml., t.j. na chápanie proliferácie ako súčasti ilegálnych obchodných a finančných transferov, a ako fenoménu generovaného medzinárodným terorizmom. Tieto nové obrazy proliferácie ponúkajú nepolitickú víziu procesu šírenia ZHN a do značnej miery zavádzajú predstavu o automatizme šírenia ZHN (napr. snaha teroristov o ZHN = ich nadobudnutie = ich úspešné použitie). V praxi tieto obrazy viedli k odklonu od multilaterálnych foriem spolupráce v podmienkach USA a do značnej miery prispeli k destabilizácii medzinárodného bezpečnostného systému založeného na zmluvnom základe.
