Towards An Economic Theory Of Advice And Its Application To The Deregulation Issue

Abstract

Economists as advisers are often unsuccessful when proposing more Pareto efficient policies. The reason lies mostly in the fact that they disregard the distributive impacts of their proposals. Starting from the model of a rent‐seeking society, it is shown what field an economic adviser should concentrate on, in order to increase the effectiveness of his advice. This approach is then found to be relevant for the deregulation issue. Dem Schritt von der Theorie zur erfolgreichen wirtschaftspolitischen Beratung wird in der ökonomie oft wenig Beachtung geschenkt. Es verwundert daher nicht, dass die ≪Effektivität≫ der wirtschaftspolitischen Beratung vielfach gering ist, insofern als sich effizienzerhöhende Vorschläge als nicht durchsetzbar erweisen. Aus der Sicht der ökonomischen Theorie der Politik lässt sich die geringe Effektivität wirtschaftspolitischer Beratung mit dem Modell der rentenstrebenden Gesellschaft erklären. In einer solchen Welt ist es für den ökonomischen Berater nur möglich, Einfluss auf die Politik zu nehmen, wenn er sich auf jene politischen Fragen konzentriert, die relativ wenig Renten und somit nicht zentrale Gruppeninteressen implizieren. Es wird eine Methode aufgezeigt, die es erlaubt, solche politischen Bereiche zu identifizieren. Die Relevanz dieses Verfahrens wird sodann an der zur Zeit in den Vereinigten Staaten diskutierten Deregulierungsfrage überprüft. Les économistes en fonction de conseillers auprès des gouvernements ont souvent peu de succès quand ils proposent des mesures pour atteindre des situations plus proches ȩ l'optimalité parétienne. Cela se révèle difficile surtout quand la société consiste en groupes d'intérět, qui cherchent ȩ s'acquérir compétitivement des rentes économiques, Dans un tel régime l'économiste doit se concentrer sur des domaines où les rentes politico‐économiques ont une moindre importance. Une méthode est démontrée afin d'identifier des marchés caractérisés par ces qualités. Ensuite cette approche est appliquée au problème de la dérégulation d'industries sous contro̧le direct du gouvernement.
