The Second Death (or the Second Coming?) of the WEU

Abstract

The Western European Union (WEU) has received much attention since its rejuvenation in the mid‐1980s, in large part due to its integral role as part of the European Union's Common Foreign and Securiy Policy (CFSP). This article argues that the lack of a clearly defined CFSP, contradictions within the Treaty on European Union, the lack of a clearly defined institutional identity vis‐à‐vis other security related organizations, and the lack of military capacity, will make the task of avoiding the ‘second death’ of the WEU an uphill struggle.
