This paper examines the distribution of New Deal expenditures within the state of Alabama. Previous literature ignored within-state politics of distribution, focusing on the larger issue of distribution between states. Using previously unexploited county-level data, our results indicate that those counties whose residents enjoyed higher incomes received larger appropriations than residents of lower-income counties. In addition, evidence is presented that suggests that Alabama's politicians' desire for re-election helped to shape how dollars were allocated within the state.
