A New Model For Public Services

Abstract

The experience of the use of direct payments in social services has shown that giving people cash to purchase their own care dramatically improves the quality of service they receive. If this model of giving individuals the purchasing power to meet their own needs were applied across public services, the quality and cost effectiveness of those services could be transformed.
