Growing Forward with Agricultural Policy: Strengths and Weaknesses of Canada's Agricultural Data Sets

Abstract

type="main" xml:lang="fr"> Le Canada compte quatre importantes sources d'information sur l'agriculture : le Recensement de l'agriculture, l'Enquête financière sur les fermes, le Programme des données fiscales agricoles (PDFA) et les données recueillies dans le cadre des programmes de gestion des risques de l'entreprise. Ces ensembles de données servent de base à l'analyse de la politique agricole canadienne, dont la cible est passée de l'amélioration du revenu des familles agricoles à la stabilisation de l'offre de certains produits primaires, à l'accroissement de la compétitivité du secteur et des exploitations individuelles. Le changement de cible de la politique agricole, combiné à l'hétérogénéité croissante du secteur agricole, a d'importantes répercussions sur les types d'analyses effectuées et sur la pertinence des données recueillies pour la réalisation des analyses. Aucun ensemble ne fournit à lui seul les données nécessaires à la détermination des besoins en matière de programmes de soutien à l'agriculture et des répercussions de ces programmes. Le Recensement de l'agriculture fournit des données descriptives de la production totale, mais peu de données financières agricoles détaillées. Ces données sont recueillies par le Programme des données fiscales agricoles (PDFA), qui ne renferme pas de données sur l'actif et le passif, les intrants et les extrants, ni de données démographiques. Les propositions voulant que l'on prenne en considération les individus derrière chaque unité de production dans la détermination de l'admissibilité au soutien creuseraient davantage l'écart entre les demandes de données et l'offre actuelle de données publiques.
