The role of international organisations in the monitoring and coordination of structural reforms
[Le rôle des instances internationales dans le suivi et la coordination des réformes structurelles]

Abstract

Since the financial crisis, international organisations such as the OECD and the IMF have reinforced and expanded their monitoring and, to a certain extent, coordination of structural reforms, as national structural reforms have clear spillovers to partner countries. In the European Union, this coordination was also enhanced in response to excessive imbalances that developed notably within the euro area. As for the G20, a coordinated structural reform implementation effort has become its primary instrument for achieving the goal of “strong, sustainable and balanced growth” adopted in 2009. These initiatives reflect the need to compare national experiences and to assess their macroeconomic effects, as well as the need for peer pressure to push through reforms at the national level and for international coordination. For France, the recommendations of international bodies are largely convergent and progress has been made on their implementation, even if work remains unfinished particularly in terms of competition and the effectiveness of public sector action. Les instances internationales (OCDE, FMI, etc.) ont renforcé et développé des activités de suivi et, dans une certaine mesure, de coordination des réformes structurelles à la suite de la crise financière. Les réformes structurelles nationales ont en effet des répercussions sur les pays partenaires. Dans l’Union européenne, cette coordination s’est aussi développée en réaction aux déséquilibres apparus au sein de la zone euro. Au G20, un effort coordonné de mise en œuvre de réformes structurelles est devenu le principal instrument mis en avant pour atteindre l’objectif d’une croissance « forte, durable et équilibrée » adopté en 2009. Ces initiatives répondent à la fois à des besoins de comparaison des expériences nationales et d’évaluation de leurs effets macroéconomiques, de pression des pairs pour pousser ces réformes au niveau national et de coordination internationale. Pour la France, les recommandations des institutions internationales sont largement convergentes et des progrès dans leur mise en œuvre ont été constatés, même si des chantiers restent en suspens, notamment en matière de concurrence et d’efficacité de l’action publique.
