Major Difficulties and Limitations Encountered by Small and Medium-Sized Business in Bulgaria and the Policies Held to Overcome Them

Abstract

The study describes some of the main difficulties and limitations challenging the small and medium-sized business in Bulgaria under the existing conditions of economy transition In addition, two major groups of problems are established - one related to the institutional and legal environment and the other applicable to the business environment. The enclosed study puts an accent on the policies of the government toward overcoming the instutional limitations and economy problems. The policies created to find a solution to the problems of the small and medium sized business in the areas of financing, taxation and social security, commerce and customs and described in details. The position being favored in this study is the one based on the fact that the development of the small and medium-sized business and the small and medium enterprises as its or-ganizational entity, should be a priority in the economy policy of the government.
