Taxation ou information ? L'analyse économique des politiques de santé nutritionnelle

Abstract

Depuis quelques années, la qualité nutritionnelle de l'alimentation est (re)devenue une préoccupation importante des politiques de santé publique. Pour les décideurs, il s'agit de trouver les meilleurs moyens d'agir sur les choix alimentaires de la population. Ce document montre comment les économistes analysent les politiques de taxation et d'information visant à modifier la qualité nutritionnelle des choix alimentaires des consommateurs. Prenant l'exemple de l'obésité, il souligne que la principale source d'inefficience de politiques non ciblées (taxation ou diffusion générale d'information) est l'existence d'hétérogénéités individuelles observables ou non. Des politiques d'information ciblées sur les populations à risque, ou des politiques de taxation ou de subvention des produits sur les lieux de restauration collective pourraient s'avérer plus efficaces.
