La « viabilité », une approche du développement durable visant à éviter les crises dans le long terme : l’exemple des pêcheries

Abstract

Le développement durable est aujourd’hui un objectif explicite de toutes les politiques. Il vise à concilier enjeux économiques, environnementaux et sociaux, dans un souci d’équité intergénérationnelle. L’approche par la « viabilité » cherche à prendre en compte un ensemble d’enjeux de durabilité dans un cadre multicritère et dynamique. Cette démarche, complémentaire des approches classiques basées sur l’optimisation d’un seul critère (par exemple, économique), permet de définir les configurations d’exploitation durable d’un système écologique et économique et d’explorer les décisions susceptibles d’éviter ou de sortir d’une crise de surexploitation. On illustre ici cette approche à l’aide de résultats obtenus dans le cas de la gestion des pêches.
