Mercado de Carbono Pós-Quioto: Cotas de Emissão Apenas para os Países Desenvolvidos?

Abstract

Foram estimadas duas versões do produto potencial para o Brasil no período 1992-2010, por meio da função de produção e do filtro Hodrick-Prescott (HP). A função de produção calculada indica que o baixo crescimento da produtividade pode ter sido um dos principais responsáveis pelo baixo potencial de crescimento do país. As estimativas indicam que ainda não foi possível atingir, de forma consistente, taxas de crescimento do produto potencial de 4% ao ano (a.a.). Quando se considera a influência do hiato do produto na função de reação da autoridade monetária, verifica-se que ambas as medidas geram desempenhos similares formado pelos maiores emissores de CO2.
