Efficacité technique et endettement des exploitations polonaises avant l'adhésion à l'Union européenne

Abstract

Contrairement à ce qui était attendu, l'ajustement structurel du secteur agricole polonais, observé pendant la phase de transition qui a suivi la chute du régime socialiste, a été de faible ampleur : en particulier, les exploitations de petite taille (7 hectares en moyenne) se sont maintenues. Cette recherche montre que les petites exploitations sont restées majoritaires en Pologne, non pas parce qu'elles sont le type d'exploitations le plus efficace techniquement, mais parce que la restructuration du secteur a été contrainte par un fonctionnement imparfait des marchés des facteurs de production. L'accès limité au crédit et le système de retraite agricole peuvent en particulier expliquer cette faible restructuration.
