A Mezőgazdasági Vízhasználati Adattár

Abstract

Jelen tanulmány célja, hogy a Mezőgazdasági Vízhasználati Adattár példáján keresztül megvizsgálja, milyen módon hathat a közadatok felhasználása egy adott ország működésének hatékonyságára, rávilágítva ezzel létrehozásának szükségességére. A tanulmány keretében a szabályozási háttér szerkezetére és tartalmára tett javaslattal (amely egyben EU-s irányelvekben foglalt előírások teljesítését is megvalósítja) mutatom be, hogy a létrejövő szellemi termék – az adatgyűjtés eredeti céljaként megfogalmazott állami cél megvalósításán túlmenően – elősegítheti más állami, önkormányzati feladatok ellátását, illetve további előnyökkel járhat, felhívva ezzel a potenciális felhasználói kör figyelmét az abban rejlő lehetőségekre. Mindezzel célom, hogy kezdeményezzem a szakma irányába az adatbázis létrehozásának átgondolását. ------------------------------------------------------------ The objective of the present study is to examine the possible effects of public data use on the effectiveness of a given country through the example of a Repository for Water Use in Agriculture, highlighting the necessity of its establishment. Within the framework of the study, I introduce the importance of an intellectual property, by making a proposal for the structure and content of a regulatory environment that also implements the compliance of regulation included in EU directives at the same time. The resulting intellectual property could promote the performance of other public or local government tasks beyond the original purpose of state data collection, and could enumerate further advantage by increasing the awareness of potential users about inherent opportunities. I hereby initiate among professionals concerned to consider the creation of a database.
