Analyse und Empfehlung zu parallelen Förderprogrammen in der ländlichen Entwicklung am Beispiel der Schweiz

Abstract

In zahlreichen Ländern werden sowohl vom Wirtschaftsministerium als auch vom Landwirtschaftsministerium Programme der ländlichen Entwicklung unterhalten. In der Schweiz werden heute sowohl unter dem Dach der Neuen Regionalpolitik als auch im Rahmen des Landwirtschaftsgesetzes Projekte zur Förderung der Wertschöpfung im ländlichen Raum gefördert. In diesem Beitrag wird diese Situation dargestellt und auf der Grundlage einer qualitativen Analyse für eine stärkere Koordination bis hin zur Integration beider Instrumente geworben. Eine Angleichung der Förderrichtlinien, eine einheitliche Verlagerung der Entscheidungskompetenzen auf die kantonale Ebene und ein gemeinsames Wissensmanagement erhöht die Transparenz und die Effizienz der Regionalpolitik.
